Zavedenie intervencie bolo su\u0301c\u030cast\u030cou projektu Behaviora\u0301lna politika pre mesto staraju\u0301ce sa o svojich obc\u030canov, ktory\u0301 nadva\u0308zuje na svetovy\u0301 trend s ciel\u030com vyu\u017eit\u030c behaviora\u0301lne poznatky v prospech obyvatel\u030cov miestnej samospra\u0301vy.<\/p>\n

Ta\u0301to spra\u0301va predstavuje vy\u0301chodiska\u0301, postup pra\u0301ce a vyhodnotenie pilotne\u0301ho pokusu podporenia u\u0301c\u030cinnosti miestnej politiky vy\u0301beru dani\u0301 a poplatkov prostredni\u0301ctvom behaviora\u0301lnych intervencii\u0301.<\/p>\n

Intervencia bola realizovana\u0301 v mesiaci ma\u0301j 2019, pri\u010dom mapovanie agendy mesta a dizajnovanie intervencie prebehlo v mesiacoch ma\u0301j 2018 \u2013 apri\u0301l 2019.<\/p>\n

Intervencia testovala nielen u\u0301c\u030cinnost\u030c samotnej pripomienky nedoplatku na komuna\u0301lnom odpade, ale testovala aj u\u0301\u010dinnos\u0165 dvoch typov ra\u0301mcovania \u2013 socia\u0301lna norma a pod\u030cakovanie.<\/p>\n

Pomocou intervencie sa podarilo vyzbierat\u030c 7 % z celkovej dlz\u030cnej sumy. Vy\u0301sledky regresnej analy\u0301zy ukazuju\u0301, \u017ee naju\u0301\u010dinnej\u0161ia intervencia je pripomienka spolu so socia\u0301lnou normou, ktora\u0301 zvy\u0301\u0161ila o 1,7-kra\u0301t \u0161ancu na zaplatenie aspo\u0148 \u010dasti nedoplatku.<\/p>\n

\u010eal\u0161ie testovanie a replika\u0301cia vy\u0301skumne\u0301ho dizajnu je vel\u030cmi do\u0302le\u017eita\u0301. Prve\u0301 testovanie vs\u030cak nazna\u010duje potencia\u0301l na\u0301stroja pripomienky a za\u0301rove\u0148 ra\u0301mcovania vy\u0301zvy vo forme socia\u0301lnej normy. S\u00fa\u010dasne sa ukazuje, \u017ee miestne samospra\u0301vy by mali pripomienkami oslovovat\u030c predovs\u030cetky\u0301m dl\u017eni\u0301kov, ktori\u0301 nemaju\u0301 dlhu\u0301 histo\u0301riu neplatenia.<\/p>\n

Intervencia sa sklad\u00e1 zo zatrakt\u00edvnenia pod\u00e1vania \u017eiadost\u00ed online s cie\u013eom zv\u00fd\u0161enia podielu \u013eud\u00ed, ktor\u00ed \u017eiadosti pod\u00e1vaj\u00fa prostredn\u00edctvom e-mailu alebo podp\u00edsan\u00edm cez elektronick\u00fd ob\u010diansky preukaz. Pre \u00fa\u010dely zjednodu\u0161enia a zatrakt\u00edvnenia pod\u00e1vania \u017eiadosti bol zaveden\u00fd na str\u00e1nke mesta v sekcii pr\u00edle\u017eitostn\u00fdch trhov obr\u00e1zok v r\u00e1mcovan\u00edm a v\u00fdzvou na pod\u00e1vanie \u017eiadosti online, podporen\u00fd video manu\u00e1lom.<\/p>\n

Mapovan\u00e1 bola ich be\u017en\u00e1 agenda a sp\u00f4sob jej v\u00fdkonu v praxi a probl\u00e9my s t\u00fdm spojen\u00e9. Uveden\u00e9 ozna\u010dujeme ako anal\u00fdzu oblast\u00ed z\u00e1ujmu partnersk\u00fdch miest. Hlavn\u00fdm v\u00fdstupom prvej f\u00e1zy je dokument \u00b4Mapa pr\u00edle\u017eitost\u00ed\u00b4 (s. 83 – 90), ktor\u00e1 mapuje pr\u00edle\u017eitosti zvy\u0161ovanie \u00fa\u010dinnosti verejnej politiky prostredn\u00edctvom behavior\u00e1lnych intervenci\u00ed.<\/p>\n

T\u00e1to \u010das\u0165 vych\u00e1dza z anal\u00fdzy oblast\u00ed z\u00e1ujmu ka\u017ed\u00e9ho partnersk\u00e9ho mesta (s. 10 – 78). Partnersk\u00e9 mest\u00e1 pod\u013ea na\u0161ich zisten\u00ed zdie\u013eaj\u00fa \u0161es\u0165 oblast\u00ed z\u00e1ujmu:<\/p>\n
